Cuba enacts new laws to develop ITCs

The Official Gazette of the Republic of Cuba published the new legal norms for the Informatization of Society, with immediate effect to the issuance of the document, and which will promote the development of Information and Communication Technologies (ICT) in the Island, while ordering this process.

Wilfredo López Rodríguez, Director of Regulations of the Ministry of Communications, stated in a press conference in this capital that the document establishes the scope of the industry of computer applications and services, for which it promotes the socialist state company as the main actor of the sector, complementing it with the participation of non-state workers.

In this sense, it facilitates and regulates the organization, operation and issuance of licenses for legal persons as providers of public services of accommodation and hosting in the digital environment. In addition, they define the basic rules for the production of computer applications.

According to the official, these regulations will promote the development and use of information and communication technologies by legal and natural persons, to integrate and conduct the processes associated with the computerization of society.

They establish the priority use of open-source and nationally produced computer applications is established for legal entities. At the same time, the migration to these platforms is provided for in the State Administration Agencies.

It also promotes the development of science and technology parks as an integral part of industry, in order to take advantage of the existing infrastructure and human capital in Cuba, as well as to link the research and innovation processes of universities with software producers, research centers and local governments.

López Rodríguez said that the text highlights the importance of ICT, establishing a Decree and a resolution for it, and regulates the basic security principles of these technologies, while establishing the Program to Strengthen Cybersecurity.

For the first time, the validity of the digital signature is regulated for legal entities, with the use of digital certificates of the national Public Key infrastructure.

This is the first time that Cuba has issued legal norms of superior rank that order the process of computerization of society. (Taken from Cuban News Agency)
