“Feeling like the working class in power depends on direct participation in decision-making—not just being notified or informed of decisions; it means having a say in profit distribution and confronting theft and corruption, which harm collective benefits,” stated Osnay Miguel Colina Rodríguez, president of the Organizing Commission for the 22nd Congress of the Cuban Workers’ Central (CTC), during a meeting in Pinar del Río.

At the gathering with the provincial secretariat, key themes emerged: the need for training union leaders, affiliating workers from the non-state sector, and using organizational powers to ensure representation aligned with the interests of labor collectives. These are guiding principles for arriving at the congress with improved grassroots functioning.
Colina Rodríguez stressed the importance of acting with responsibility and coherence, with direct workplace participation as the core around which union work should revolve—bold, proactive, and active efforts that are visible and effective. “It’s not just about effort; results are essential.”
Regarding the affiliation of non-state workers—who make up 19% of the province’s labor force—he emphasized the importance of representing them effectively, recognizing their role in complementing the country’s economic framework and contributing to the nation’s social development.

With its large membership and broad scope of action, the CTC has the potential for wide-reaching impact. However, this requires effectiveness and structured operations from the grassroots to the highest levels—an objective that guides the agenda of the 22nd Congress.
The secretariat acknowledged the work of Ulises Guilarte de Nacimiento, member of the Political Bureau, who led the organization for over a decade.
