In thematic axis 7 of the economic and social transformations proclaimed by the Cuban State are the necessary tools to achieve the agricultural recovery of Cuban fields and improve living conditions in rural communities.

The intention is backed by the Agricultural and Forestry Land Law and the Decree Law for agricultural cooperatives, providing the legal support required to promote this primary and decisive sector in the pursuit of increasing production to satisfy the food needs of the population and the progress of families in these areas.
However, it will not be a matter of magic; achieving the announced goals requires quality in the implementation of the legal frameworks that support the profound changes in the management of human, natural, and material resources, as well as in the management of those in charge of directing the protagonists and the processes aimed at transformation.
During his most recent visit to the province of Las Tunas, Vice Prime Minister Jorge Luis Tapia Fonseca held a fruitful and educational meeting with Government authorities and representatives of the agricultural system in the territory, where this topic was extensively discussed.
He described as an opportunity the autonomy granted by the aforementioned laws to act, of course, with attachment to legal support without this requirement hampering the speed of processes, for example, in the delivery of land to those who are willing to make it produce.
Tapia Fonseca emphasized the necessity of studying these legal provisions and mastering them thoroughly as guarantees of results that will change the rural life of the nation, attract investments, projects, and workforce… and yield more food for the people.
Additionally, he reiterated the advantages of autonomy provided by the new legal provisions and called for their utilization for the benefit of production and the well-being of the men and women who work the land to obtain greater wealth.
In his remarks, he emphasized issues related to the marketing of agricultural products, hiring, and especially meat and milk, commodities with high popular demand and significant social implications related to the sectors of Health and Education, and with vulnerable population segments such as children and the elderly; input markets and financial activities.
The Vice Prime Minister stated that working with respect for the law should not lead to slowness and «passing the ball» in the procedures regarding the expectations of those interested in engaging in land exploitation.
At the meeting, Ydael Jesús Pérez Brito, Minister of Agriculture, recalled that the transformations were approved to change the situation facing the agricultural system and called for their proper and swift implementation as these times demand.

Preparation…
“If we do not prioritize the field, there is no transformation,” emphasized Tapia Fonseca, highlighting the need to win in the legal culture that the moment requires. “We have never worked with so many laws in such a short time,” he stressed, pointing out that these laws address many of the concerns of workers and farmers expressed in their congresses.
He stated that training of cadres is essential and called for strengthening this activity in the entities, creating technical committees for debate, and designing a preparation process from the Government that allows them to reach the 290 agricultural production cooperatives, the more than 24,000 landholders, and the more than 8,000 owners, in short, to all the agrarian communities in the territory.
The highest authorities of the Party and the Government in the province, along with representatives of legal and banking institutions in the country tasked with supporting the implementation of the transformations, attended the exchange.
