Construction Unionists Get to Work

With a focus on strengthening union work, raising quality and efficiency, among other issues of comprehensive economic management, the plenary session of the National Union of Construction Workers (SNTC, in Spanish) was held in Havana.

The debate centered on the fundamental results and commitments to be strengthened during the current tribute marking December 5, Construction Workers’ Day, whose central ceremony will take place in the province with the best overall performance, to be selected in the coming hours.

One of the priority topics at the plenary was the need for higher-quality union assets, serving as spaces for reflection and preparation for the general secretaries of the union sections.

Misael Rodríguez Llanes, general secretary of the SNTC nationwide, stated that the consultation of the draft Labor Code constitutes the main process in the construction sector at present, ahead of the Congresses of the Communist Party of Cuba and the Cuban Workers’ Federation.

The leader emphasized that “wages must be a subject of permanent analysis and union action, for which preparation and mastery of each of the indicators that determine workers’ income are required, in line with raising productivity and the quality of work.”

In this regard, the report analyzed at the plenary notes a favorable trend, mainly in the correlation between productivity and average wages; construction maintenance reports 106 percent fulfillment of planned targets, and sales have increased by more than 33 million pesos. Nevertheless, eight companies have recorded economic losses this year.

The organization faces two challenges for 2026: strengthening individual, voluntary, and conscious unionization, especially among non-state workers and retirees, groups with potential to add members to grassroots structures. Meanwhile, in cadre policy, it is necessary to fill vacant positions and carry out better selection and preparation of reserves.

The most important meeting of the organization, which brings together 103,364 members, will continue with activities during the current tribute to the men and women of the “white helmets” and hydraulic resources sector. These include meetings with Heroes of Labor, master builders, fifty-year veterans, women with more than 35 years in the sector, and other outstanding workers.

The gathering was attended by Yaisel Pieter Terry, member of the organizing commission of the 22nd Congress of the CTC; officials from the Ministry of Construction, the National Institute of Hydraulic Resources, and the Higher Organizations of Business Management linked to the SNTC.
