On the Isle of Youth, High-Level Trade Union Training

The proposal to include the content of the Economic and Social Transformations (TES) in the teaching programs of universities and other study centers in the Special Municipality of the Isle of Youth was put forward by municipal administrator Leonardo Cruz Cabrera, in response to the need for a change in how the island’s sectors operate.

He made the call at a meeting led by the Workers’ Central Union of Cuba (CTC), under the guidance of José Antonio Pérez Pérez, a member of the labor organization’s national secretariat responsible for economic affairs, and Alfredo Vázquez Pérez, head of the union’s economic efficiency department.

The audience listened attentively to the explanation of the 23 thematic areas, ranging from changes to the management model to inspection and oversight mechanisms.

They also learned how, under the new Labor Code, the union meeting is consulted on matters related to contracts, temporary transfers to other positions, the application of disciplinary measures, the imposition of material liability, and the establishment of labor justice bodies, among other details.

They discussed the urgent need to transform political and ideological training, strengthen the functioning of the union organization, and give greater attention to work in the neighborhood. “We must not limit ourselves; we have to be worthy representatives of the union,” said Vázquez Pérez.

The leaders of the national CTC trade union urged members to study each TES, because it is not just another package of measures, and progress will depend on correctly interpreting and implementing it, in light of the powers granted by the document to generate wealth and distribute it with greater social justice.

The meeting made clear that the union must now be proactive, because the regulations stipulate that everything will be done by mutual agreement with the workers’ organization in order to obtain goods and services.

Decree 120 stood out in the discussion, which was covered under thematic axis one and implements 17 transformations in the management model for economic actors. What’s new?

Well, greater autonomy, such as approving the annual business plan, organizing wages and setting prices and rates, deciding which investments to carry out and how to use retained earnings, creating subsidiary companies and micro, small and medium-sized enterprises, and determining which workers’ employment relationships will be terminated, since companies now have autonomy rather than being subordinate, emphasized the head of the National CTC’s Department of Economic Efficiency.

At the end of the session, the mayor outlined to those present the four structural problems at the heart of the Isle of Youth’s development strategy: the electric power system; maritime and freight transportation; ensuring the territory attains the status of a “superhabitable” area; and expanding commerce. In the latter area, a distortion in taxes on the circulation of goods needs to be corrected, since some companies have products that could be included in this indicator.

Yuladis García Segura, president of the Municipal Assembly of People’s Power on the Isle of Youth, urged everyone to make the TES document their own and to discuss it in detail in every setting, for the good of the country and to move forward in the face of the obstacles placed in their way by the White House administration.
