A well-rounded and properly trained executive contributes to the successful functioning of the union. Responsibilities are assigned according to the characteristics of each workplace collective.
The grassroots union leader responsible for organizational matters must:
- Control and safeguard all documents related to union operations issued by the Workers’ Central Union of Cuba (CTC) and the corresponding union, as well as all documents generated by the union section itself.

- In coordination with the General Secretary, prepare the draft agenda for meetings and circulate it to members of the executive secretariat at least 72 hours in advance.
- Monitor meeting agreements and resolutions, oversee their implementation, and periodically present all related information.
- In coordination with the General Secretary, prepare and monitor the monthly work plan of the executive secretariat of the union section.
- Review all matters related to membership and submit proposals for admissions and withdrawals to the members’ assembly for consideration and approval, following prior analysis by the executive secretariat. Ensure proper and accurate membership enrollment of young workers, women, retirees, and all other workers.
- In coordination with the General Secretary, organize and prepare members’ assemblies together with the other members of the executive body. Prepare and submit the draft agenda for these meetings to the General Secretary.
- Maintain records of the activities of the union section and, in coordination with the other members of the executive secretariat, present analyses of their work.
- Analyze the training and professional development status of the leaders and activists of the union section.
- Facilitate the transfer of responsibilities, resources, and documents of the executive secretariat in the event of leadership renewal or changes in secretarial positions.
- Promote recognition and incentives for union leaders, including awards for years of service as union members and any corresponding decorations.
- Ensure that members’ assemblies are conducted in accordance with regulations and strengthen their role as the highest authority of the union section, where the executive secretariat is accountable to the workforce.
- Implement and monitor the systematic study by the executive secretariat of the Statutes and resolutions approved at the 22nd Congress of the CTC and ensure their compliance.
- Support the General Secretary of the union section in achieving collective leadership that encourages the participation of all members.
Financial Responsibilities
- Ensure the preparation and continuous updating of records related to union dues and the My Contribution to the Homeland movement, as well as the collection of dues and issuance of the corresponding receipts.
- Ensure the timely deposit of funds with the collection office. Activists may assist with this task.
- Monitor funds derived from the 10% allocation of union dues collections. These funds may be used, with prior authorization from the General Secretary, and only in accordance with the Financial Regulations of the Trade Union Movement. The use of these funds must be reported at executive secretariat meetings and the corresponding members’ assemblies.
- Safeguard and oversee fixed assets, equipment, instruments, and resources belonging to the union section.
