Evaluating with workers how to mobilize internal reserves to increase the production of goods and services, exports, and everything that contributes to the creation of wealth and higher income must be the purpose of the assemblies for presenting the 2026 Plan of the Economy and the Budget, scheduled nationwide for this first quarter of the year.

As was reported at the monthly meeting of the Secretariat of the Provincial Committee of the Workers’ Central Union of Cuba () in Matanzas, this important political process demands total priority from administrative and union leadership in a context where the option is “to re-energize the economy in order to subsist through our own efforts,” stated Osmar Ramírez, general secretary of the organization in this western territory.
He reiterated the concept conveyed during the Sixth Ordinary Period of Sessions of the National Assembly of People’s Power in its 10th Legislature, that this is a minimum plan, requiring the mobilization of all internal reserves, and that it is possible to fulfill it under the country’s current conditions and the international scenario.

He noted that although responsibility for the process falls on the directors of enterprises and budgeted units, it is up to the and the unions—especially at the grassroots level—to demand the quality of the assemblies, which leaders must not miss, as they are required to present their reports clearly, thereby encouraging worker participation, since workers have the mission of transforming raw materials.
“We need a process consistent with the strategic position of Matanzas in the productive structure of a nation that expects much from sectors such as tourism, petroleum, electricity generation, and agriculture, all strongly present here,” Ramírez considered.
It is no coincidence, he emphasized, that there is a call to pay special attention to the recovery of international tourism in a destination like Varadero, which is performing below its potential, and to the capture of other income from exports of services or goods.
Presenting the issue at the Secretariat, Ariannis Rodríguez, representative of the Economic Affairs sphere, specified that the sugar workers in Matanzas were the first to begin these meetings, which in Matanzas—as in the rest of the country—will conclude on March 15.

Rodríguez reflected on the need to foster debates related to making use of installed industrial capacities, strengthening the preparation, management, and control of territorial food balances, establishing effective linkages to ensure compliance with the export plan, and improving the capture of income, especially in foreign currency.
