In the current complex economic landscape, Cuban municipalities have a tool to drive their progress: the Territorial Contribution for Local Development, popularly known as the one percent

More than just a tax, this measure represents a breath of financial fresh air and an opportunity for territories to take control of their own future. It is a contribution established by the Tax Law, through which state-owned enterprises—and more recently, new economic actors—contribute 1% of their gross sales revenue to the budget of the municipality where they are located.

The management of these resources, which can amount to millions of pesos, falls under the responsibility of the Municipal Administration Councils.

The Territorial Contribution for Local Development is not new. Its implementation dates back more than ten years, with the enactment of Law 113 on the tax system. Over time, this tax has been essential for addressing emergencies, funding urgent local needs, and promoting other projects for local development.

Despite its potential, the measure faces challenges. Where are the results of its use today? How are priorities set for allocating these funds? Is there transparency about how the money is spent, considering its source?

Provinces such as Villa Clara, Pinar del Río, and Sancti Spíritus can illustrate the impact of smart resource management. In Granma, challenges and opportunities remain, as one of the key tasks is to move beyond using the funds solely for refurbishing social infrastructure and instead invest in productive projects that generate goods, services, jobs, and new income—creating a virtuous cycle of development.
