The province of Villa Clara is rolling out an intensive strategy to ensure worker participation in the national consultation on the Draft Labor Code. The process, led by the Education, Science, and Sports Union, spans more than 820 union sections, reorganized to facilitate debate across all territories.

Tamara Sáez Mosquera, the provincial secretary of the union, explained that pilot assemblies have already been held in Corralillo, Manicaragua, Placetas, Santo Domingo, and Santa Clara. In October and November, the provincial capital will host the bulk of the sessions, with near-total coverage.
“The Draft Code acknowledges the leading role of unions: no administrator can make decisions without the approval of the union leader,” Sáez emphasized. This active participation addresses long-standing concerns within the union, such as the exclusion of workers from key decisions.
From the education sector, several concrete improvements have been proposed: recognizing the invisible work of assistants and technicians, incorporating paid internships for students in teaching programs, and ensuring psychosocial conditions that protect the mental health of teaching staff.
There is also a proposal to reduce the mandatory social service period from three to two years for graduates of teaching programs, as an incentive for retention and early engagement with school communities.
“We want the new Code to represent each worker based on their reality,” Sáez concluded. The proposals are documented and processed within 72 hours, with legal support from the Central University and coverage from the agencies served by the union.
