In this new tour of La Guagua for the Call to the 22nd Congress of the CTC, we propose to address the conditions in which the organic process is developing throughout this year.

To the context referred to in previous sections, we can add:

The decline in productive activity, which causes shortages in the supply of goods and services that have generated excessive prices and caused a significant deterioration in the purchasing power of salaries and pensions, with the consequent labor fluctuation of highly qualified professional workers.

Both the situation described in this paragraph and those that precede it contain references to real problems that exist in overwhelming amounts that can cause discomfort, but discouragement and despondency must be avoided.

It is easy to say, but putting these objectives into practice is a different matter, comparable to the heroism of the Mambises and rebel fighters willing to do anything even if they could not see the triumph and would offer their sacrifice for the welfare of others in the future.

Perhaps today everything is more difficult than in the past, because it is not the same to raise the spirit in the heat of a combat with weapons as it is to forge patriotism without the support of generous resources, but in a country that suffers total deficits and shortages.

The timing is complex, and is faced with:

The Government’s Projection to Correct Distortions and Re-launch the Economy

These projections (we will address them shortly) must be taken into account during the organic process that will culminate in the final sessions of the 22nd Congress of the CTC in April 2025.

It is positive that in order to legitimize the participation of members and consolidate union leadership, they should not limit themselves to reflecting only on general issues, but also discuss in depth specific situations within the scope of action of the union’s grassroots organization.

If they take the critical and proactive look referred to in the call issued by the National Secretariat of the Central de Trabajadores de Cuba (CTC), union leadership will be strengthened in the representation of workers’ rights and guarantees.

Repeated phrases will not be the way to mobilize workers around the goal of efficiency, nor will ANIR contribute more if there is no collective thinking in each place to implement concrete measures.

And as for the call that in the first place we must ensure the defense of the Homeland, let us remember Martí‘s thought contained in the letter dated May 16, 1886, in New York:

The Homeland needs sacrifices. It is an altar and not a pedestal. It is served, but not taken to be served.

In summary: It is very timely today to take into account the idea expressed by Martí in that letter:

The homeland is not to be served for the benefit that can be derived from it, whether of glory or of any other interest, but for the disinterested pleasure of being useful to it.
