New legal regulations for Cuban state enterprise system

Official Gazette No.58 published today, December 13, a series of regulations to give continuity to the process underway to build a more organized, efficient, and effective state enterprise system, and provide enterprises more autonomy.

The one Decree-Law and three decrees are the result of an ongoing process that began in 2011, after the 6th Congress of the Communist Party of Cuba approved Guidelines focused fundamentally on the separation of state responsibilities from those of enterprises.

In 2016, the 7th Party Congress defined in Guideline no.9 the need «to advance in perfecting the enterprise system, gradually granting management new authority, defining their limits precisely…»

Thus new regulations were drafted in accordance with policies approved for the updating of Cuban’s economic and social model, which required the derogation of a decree and a Council of Ministers Executive Committee agreement that established regulations guiding state enterprises, dating from 1979 and 1988.

In this way the dispersion of existing legislation was eliminated, and concepts, roles, and authorities for the entire system were generalized. (Taken from en.granma.cu)
