Every day in the life of Adisleidys Despaigne says she was not wrong because she used to say to her mother since she was a little girl that she wanted to be a policewoman: “All the children dream to be the heroes of the family,” says the young second lieutenant who today is one of the instructors at the Police Station in Central Havana municipality.

“My dream has come true. I have grown there. I am studying at the Police Academy in Barbosa, Havana. I am originally from Los Sitios neighborhood. Many people know me. I detest all the wrong things, so I decided to be a policewoman.

She has a two-year old daughter and it has been difficult for her to face some complex situations.

“I am a specialist to explore minors, they are not interrogated, so we have to treat them in a different way,” we have some cases that make you feel sad, but we have to be professionals and humane.”

Another specialist is first lieutenant Daisy Villegas, head of the Officer Desk. In her 25 years of services there have been lots of stories she had had to listen to, hundreds of people she had had to exchange with, some of them for more than once.

First lieutenant Yosvany Gonzalez, head of the investigation group is part of the staff. He is originally from Camaguey and he has been in different courses for the post. “The investigation job is one of the most important aspects at work, because it is the way to find an answer to the population and have the people be satisfied.”

All of them corroborate the changes introduced in the station. For instance; the room of the officials on guard is prepared with all the comfortable conditions. There are many of them who live in a hostel and they sometimes need to take a bath there and rest when they finish late working. “It is a different station, it is painted, you feel fine and you want to get to your job, stay in it and work,” Adisleydis said.

Save and prevent

Major Idelier Bombino is convinced that the head of the Sector is one of the basic posts in the job of the PNR and especially with the community. The current head of Central Havana Police Station is 35 years old, and he says that, like someone who had been in this post before.

“That has marked my life as policeman, from then on, we face the truth, real things that happen in the neighborhood,” he said taking into consideration all his experiences since 1997. He is originally from Villa Clara and he started in East Havana municipality, where he worked for 15 years. He was the second in charged there.

“The prevention function of the head of the sector is fundamental: this person should know every house and kids, and apply the correct measure, call the attention on the bad behavior, work with the kid, detect those children that do not want to go to school, or an elderly that needs social security.”

So, in the goals for 2015 they have, among others, the task for the head of the sector to focus the attention in the community activity, and identify themselves with all the people in the neighborhood. He should be able to bring together all the gross root organizations.

Major Idelier Bombino says “… this will help the team work integrally and efficiently. We must give the message that we want to save the situation or the persons, and that is the most important thing. It is not good to have young people in jail; the idea is to save them, prevent on time and it can be done.”

One of the most common complains by the population is the fact of the late answer to the problems. According to Major Bombino although it is not enough yet, there have been advances in this. “We have taken measures so that our forces can arrive quickly to the place and the head of the sector visit the victim and give the information about the case and we can give the population the answer they deserve.”

 

Challenges of the new year

In its 56th anniversary of foundation, the PNR has its main mission: Guarantee the security of the citizens and the order in the country.

According to Colonel Idael Fumero, head of the Information and Analysis Department of the Police General Direction (DGPNR) that is the main function of the Police and it goes with the Guideline 140 of the Economic and Social Policy of the Communist Party and the Revolution.

“The system has the mail goal to fulfill the directions of the Army General Raul Castro in his speech addressed on July 7, 2013 when he called to strengthen the fight against crime, illegality and social indiscipline in society,” Fumero noted.

He also said that in the challenges of the institution is to close the links between the police and the gross root organizations in the communities with the population to fulfill this task.

“We are carrying out this task with the complex characteristics of the crimes that are taking place, whose main characteristic is violent actions, sometimes associated to patrimonial crimes that make people feel so angry; also those linked to drugs and the ones closely linked to the economy among others.

“The main challenges are to have the capacity to fight them and reduce the damages. We should check where the insufficiencies are to be more effective in our job and get a greater impact in prevention.”

The Police have the challenge to study. There are several programs aimed to a higher preparation to face the professional development of the forces and strengthen the values.

“This should help us become the best Police worldwide, as our Commander in Chief Fidel Castro asked for in his speech for the 40th anniversary of the PNR in 1999. And we are in that direction.
