“I cannot tell you the exact number, but there is an increase in the performance of the beans, because since three years ago, the province has fulfilled the planning in the substitution of importations for the family shopping basket and that has mainly been for the delivering of lands in usufruct,” Roberto Carlos Pimentel, provincial director of the Land Control Center in Pinar del Rio said when referring to the different periods from which everybody in Cuba expect great results.
Three years after the enforcement of the Law Decree 300, which substitute the 259, about the 40 percent of the agriculture surface form Vueltabajo is in the hands of farmers in usufruct which justifies the weight it should have in the production beyond the advances already registered.
The fact is that there have not had the impact the population is expecting yet, but we have to work more even to satisfy their demands.
“The main tendency of the requests are for mixed farming, the second one for tobacco, and the third one for rice. The most of the land of tobacco in Pinar del Rio is in the hands of small producers,” Pimentel said.
With the implementation of the Law Decree 300 on December 2012, there was opened a new period in the territory and they have improved some aspects of its predecessor that minimized the effectiveness of the measure.
They left behind massiveness – between 2008 and 2012 they have accepted the requests from 10, 000 people – meanwhile, from that day up-to-now, the figures have considerably decreased. About 11, 399, 2 hectares have been denied to 281 people and the rest are in process to be approved. From them, there have been accepted the petitions of 19 juridical people which represents 322, 93 hectares.
With the Law Decree 300, it is allowed people build a house to live in and take care of the harvest and it is permitted the delivery of areas for forestall purpose. Besides that, the terms speed the procedures. There are better conditions of good results with the current procedure, because those who are really interested in farming and have the conditions to do so, Pimentel said.
Some significant data say by the Law Decree 259, about 379 women have joined as labor force, while by the Law Decree 300, another 99 more. On the other hand, although it is far from what we need, about 5, 524 people who were unemployed, have received this benefit and with the second decree, there were added about 580 more.
