While looking for references and elements to write this article I found the main concept: If the country is devoted to build a prosperous and sustainable socialism, it will have to be efficient and productive, then the state enterprises must be efficient and productive, despite the introduction of new economic performance, they are the main link in the Cuban economy.

So, they are called to be the engines that will lead in the right course, the determination for the advance and development we need so much. What can we do to achieve it?

It will be obvious to assert there should be a change that will strengthen and give them the necessary autonomy so they can “fly with their own winds”, on the basis of a change of those “rules of the game” that in a good extent have had their hands tied.

It is a difficult task but indispensable. Marino Murillo Jorge, head of the Permanent Commission for the Implementation and Development of the Guidelines, in talks held with members of the Commission of Economic Issues of the Parliament, defined it in few words. “If we do not transform in a positive way the socialist state enterprise, we will not advance in the updating of the Cuban economic model.”

In this sense, among the actions to promote quality in the performance and eliminate all those things that hamper it, there is a main goal to change the dependence relation with the State budget, because what had happened is that the “enterprise gives all to the budget and later asks for all of it, Murillo explained.”

On the other hand, they can keep the 50 percent of utilities after they pay the task; investments will decide in the enterprise system and will not be centralized. They will have the possibility to develop the productive forces; after fulfilling their commitments, will have the possibility to be autonomous to recognize the market and freely sell; charges and prohibitions will be eliminated, which have been deficient as well as the barriers that hamper mechanisms of salary stimulation. Those who work more will have greater contributions.

Planning in new circumstances demand adjusts as well as attention to structural matters. There is another element to take into consideration, which is the possibility of the entities to sale their idle stock lists that will also benefit self-employees and the members of the cooperatives.

According to the Guidelines, those entities with sustainable losses should be forced to clearance sale or will turn into another state performance.

In all these changes, as you can see, we can recognize the harmony of the socialist state enterprise with some ways of non-state performance to place several factors in equal conditions, with the supreme and strategic purpose to increase efficiency, productivity and the complexity of a Cuban economy with renewable essence.

Graduado de Profesor de Educación General en el Instituto Superior Pedagógico Félix Varela, de Villa Clara, Cuba (1979). Ha estado en otras tres ocasiones en esa nación centroamericana, en funciones periodísticas, impartiendo conferencias a estudiantes universitarios, asesorando medios de comunicación e impartiendo cursos-talleres sobre actualización periodística a periodistas y comunicadores. Multipremiado en premios y concursos internacionales, nacionales y provinciales de Periodismo. Fue merecedor del Premio Provincial Periodístico Manuel Hurtado del Valle (Cienfuegos) por la Obra de la Vida – 2012. Le fue conferido el Sello de Laureado, otorgado por el Sindicato Nacional de Trabajadores de la Cultura (SNTC). Mantiene evaluación profesional de Excepcional.
